Losing an eye screws up your depth perception, which is very useful when you need to pinpoint where something is in 3d space in order to accurately shoot it. It's not that he "lost his dominant eye"

everybody who hasn't been in the manga lately getting a moment, ogata dealing with his new handicap, typically great slice of life bits, plot advancemen.t and a big deal convict revealed, there's always so much going on every week in this series. with some weeklies I feel like I'm better off waiting a few weeks to let chapters build up. but with this every chapter is a complete experience on it's own, even when it's part of a larger arc.
