Yeah, I suppose they are. Actually, some jokes might be missed because it's a translation, not an adaptation: in official English releases translators rewrite jokes that can't be understood without appropriate cultural background, add new ones where there were no jokes in the source material, and sometimes exaggerate things.
Besides, official translation is made with help of the native English speakers who use slang and casual phrases.

Nah, chapters 43-55 have never been translated into English by anyone. All English translations of those chapters that can be found on the Internet are taken from the official English translation. Chapters 55.5 and 56 were translated from Japanese and French and got uploaded here, but many people reported them as official translation so they were taken down.

AFAIK Helvetica Scans were translating until official English translation was announced. Then people inside the group decided that they won't translate it anymore, announced that they drop it and the series were picked up by Fallen Angels. They translated 1-2 chapters and dropped it without any announcement.
