It makes no sense for a country to still be using muskets when bolt-actions are being fielded. That completely skips over breach-loaders with metallic black-powder cartridges. Also, a bolt action can fire far faster than just one round in 5 seconds, and were designed with iron sights with elevation adjustments out to 800 meters.
