The thing at play here was the laws of Japan. This kind of shit would fly at comiket but not under an official publisher. Same with explicit loli manga. You'll occasionally see stories depicting "forbidden love", but they'll never show sex (even fully bar-censored sex) in a lolicon manga unless you got that shit out of a comiket doujinshi or some random person uploading their shit online independently (... like the author apparently did with this chapter).
