In a move that surprised no-one, they're introducing the second love rival late into the series. The mangaka was probably running out of ideas, so they decided to throw in a new character to add some tension. 10:1 she won't be fleshed out as a character and will remain an annoying nonentity.

This one's a pretty much purely comedic rival. Better yet, she might end up getting together with idiot-face.

Her body type and her personality. You only get to have one of those and still be "cute." I'm more surprised it took this long for a female "rival" to show up though, since half the school seems to have the hots for Mineta. Not really a "jealous girls bully Koharu" sort of thing until now either (aside from her own shitty friends I mean).
