I doubt she thinks they were being put up to it. According to Endou his girlfriend does this sort of thing often, which Togawachi is probably aware of too. And it's not uncommon for parents to try to matchmake for their kids unsolicited. I think she's just genuinely not interested in dating a NEET, or at least her impression of what a NEET would be.
