A good harem is one where the male actively makes his harem members happy, can give and care for all the member needs (sexually,physically, material basic needs, etc) and don't add a new member unless all existing member somewhat agrees even if they dislike the new candidate...

outside of that, it can be irresponsible, simply a bad/luscious man, or bad writing.
