the potion was commissioned by the Princess of the country Rose lives in (Princess and Harij have a brother-sister relationship). She’s being married off to the king of the neighbouring country for political benefits. The Princess plans to use it on herself and to make herself fall in love in with the king and basically “trick” herself into believing she really is in love with the king.
