Theory: he’s Evan prime and either:
A) got cloned a while ago and there’s a lot of mop up to do
B) Evan is his future that he has to prevent

Hence Evan being able to go more or less toe-to-toe, plus his obsession

@anotherone i recently heard the theory that each batman villain is a twisted reflection of batman — though apparently it wasn’t so solid that i remember which facet and villain go together. either way, the villain as something the hero _could_ have become is a good storytelling technique
