I can't imagine what gaining the skills of a veterinarian would actually do in that kind of a situation. Like, even the greatest humans couldn't save a kitten if it's too injured.

In other speculation, I really expect there to be a moment when someone is killed before his eyes and he has to use a ticket to get their abilities. Maybe even someone who is close to him.
