There's a measure of truth to it, I guess, as as the vampires before experimentation almost seemed normal, or at least peaceful compared to the rape n' murder crowd we see most of the time. Looking at it from another point of view, if all humans turn into vampires, and they find a way to deal with the thirst for blood, it doesn't seem like a bad idea, on the other hand having the risk to turn into a demon makes it a hard decision.
