Why didn't the master just insist on killing miyabi instead of sealing him? It's not like the lieutenant could stop him at the time. Also, why didn't miyabi kill him after realizing he was a vampire? Wouldn't his blood give him more power?

The Lieutenent and Master had chit chat about along before they decided to sealing Miyabi

Miyabi tried to kill him to verify if he was still a vampire. Master was "dead" for a long so it's ok to think he was human
