Spoiler of the rock opera narative, it pretty much twists megaman's story. Protoman was made to save humanity from the evil robots, but he "failed". Megaman was made out of sheer strife and light tried to keep him from fighting because it was a "hopeless fight", megaman goes do it anyway. He kicks ass and insipires a lot of people, and gets to the battle, defeats many robots, and then protoman pops up. See, he "failed" because he tried to rally people, but the people refused to fight for themselves, they wanted a hero to save them, but refused to fight for it, and that's why he believed he "failed" and gave in. To quote the song "there are no heroes left in man". It's supposed to be a critic over the whole "holding out for a hero" theme we see here, where everyone is absolutely useless and refuses to do shit but rally for a hero, and if the hero fails in anyway, the large group of people just scramble and gives in.
