It's not going to stay ahead of the anime and even if TOOR was up to date and released new chapters the same day the Part 2 manga raws came out in Japan they would still be overtaken by the anime.
The anime will at the very least adapt to the end of LN volume 5 and the raw Part 2 manga hasn't even finished adapting LN volume 4 yet. The raw Part 2 manga will need another 2 or 3 more chapters to finish adapting LN volume 4 so just that one volume will have taken 18 or 19 manga chapters. Meaning that if the anime adapts the absolute minimum amount possible the raw Part 2 manga will still be over a year behind the anime and TOOR will be over 2 years behind the anime.
So TOOR's pace doesn't matter if all you want is to stay ahead of the anime because it's an impossible goal.
