This is actually pretty normal. When someone calls out for help, most people just sit there and watch acting the role of spectator. However when enough people get pulled into it, two reactions emerge, "mass panic" or "group cohesion"
 
This is like tooo silly, it was like the expected behavior ar first, but now they see a guy covered in blood bitting someone and they go "excuse me sir that doesn`t seem right" . Too dumb
 
The spectator's reactions are actually fairly realistic. Though you'd expect to see at least two women throwing hissy fits and causing a scene. But what do I know about Japanese culture. I'm used to American culture, where people at concerts are always loud and obnoxious, not Japanese culture, where people at concerts (or at least Hikaru Utada's) are respectful and well mannered.
