Honestly the best person to take on a Zombie Dragon would be Queen Levi since she has Holy power, but she isn't there, so her husband will just have to take care of it. The only one who isn't needed is Shia, but she is the representative for the Beastfolk and this is a mission for the Beastfolk, so her being present makes sense even if she's mostly useless.
