Always hard to tell with Chinese stories because it seems that everyone is someones brother/sister in a non-blood related way. My bet is she is not his sister (blood related), but he was addressing her by her title "Sister" which is common for nuns to be addressed as.
However, I can also see her being his actual sister, who is a bit of a nut case. Her power is seemingly on the same level as MC's, both being way more than what should be considered normal. She also is either in a very strong group, or she is powerful enough to defeat the demon king solo. MC likely is too. And now she wants to keep them as "pet/maid" for companionship maybe?

So, now that we know this yandere brocon is behind everything, makes one Wonder what her ultimate goal is?
Did she do all this in order to get her brother an a girlfriend who could give him a run for his money as well as match his abilities, or does she have some other dastardly plan in mind? And if not exactly that, was she attempting to get her brother and made or is there some other prerogative that I missing, like did she do this so that her brother would have a way OP bodyguard? What is her objective?

I was at the understanding that since they grew up in the orphanage together they considered themselves siblings as a result. This is often a common phenomenon to my understanding either somatically in literature or in real life, we're because people grow up without any siblings in an orphanage, the people who they grow up in the orphanage with and eventually leave the orphanage with they will consider often times as siblings. Now they may also be biologically related, but my guess is that they are siblings in the sense that they are part of the orphanage family and consider themselves brothers and sisters accordingly. Now I could be wrong on this, but that was my understanding from what I've read thus far—also, that she's a massive yandere brocon who seems to have some ulterior motive with respect to her brother, either using the Demon King literally as his maid and bodyguard, or potentially hooking and her brother up with the only person she considers "appropriate" (most powerful person around), or some other rationale. Either way, she cray-cray, but maybe not evil—more, NN, LN, or CN. I'm guessing that she's rouge and has her own agenda. She doesn't particularly give a crap about the church, can go totally evil, could even be villainous, but when it comes to her brother, #WillConquerTheWorldForMyBro LOL 
She seems like the type of sister who would kidnap somebody to be the girlfriend of her brother and would totally attempt to control his life from the background, potential key to a incalculable amounts of bad, and then if anybody tries to argue with her or in some way doesn't do what shoe wants for her precious brother, she will do unspeakable horrific things up to and including conquering the world. Lol

So, the guy's goal is to live a relaxed life without dealing with the demon lord, specifically because that is a job that is shit. Seems pretty obvious that she threw the demon lord to him, maybe with help from the sub demon faction, to facilitate the goal of living a peaceful relaxed life. The contract was more or less to ensure he doesn't get hurt by the very naturally pissed demon lord. She might be thinking of hooking him up, but eh, we'll see.

Allegra constantly calls everyone "humans" and he constantly calls her demon lord. Then in this chapter he gasps at how anyone could know. Really?
