@botodopo He doesn't even need to "learn" how to raise his level. He probably just needs to learn how to use his power better. There are no actual levels it seems, just that the government as their way of evaluating powers and assigning levels based on their criteria. The criteria are probably dumb too based on how these kinds of stories usually go, where powers that are easy to exploit are considered weak.
