I don't think the author is trying to justify her behavior or make him somehow seem like he "deserves" what she does to him. Quite the contrary, actually. I get the impression he's going to get embroiled in the bullying on some level, he might break his promise to act like strangers at school, leading to him getting bullied as well, and she'll notice how much she enjoys seeing him like that. It's ultimately a wound on both of them but shaped differently.

Basically the bullying led to her S mentality.

I don't think is a justification, but is like a "revenge" plot, since she was bullied and he just sit and watch now she torment him the same way. Like she said in a previous chapter: "I like so see the person I love suffer" or some shit like that.
