Honestly there’s a chance the teacher is responsible but i think it’s more likely he’s know who’s responsible and is intentionally doing nothing or perhaps pushing them to go further (i don’t find it likely though as enduring the abuse he did i would find it hard he would indulge in it against others)

Sensei is kinda strange there, i think he can't be the one behind it since he went through it himself so he shouldn't be able to by a bully himself. Im not sure though if he wants to help the girl or if he wants revenge on the father for what he did to him.
