Why the fuck does the TEACHER need to collect evidence? If sure they could "deny" it, but this only works if they're both students, imagine denying something that a teacher says he saw you do, no ones going to believe you.
Jesus this site........ its's like people here are uncappable of understanding complex stories, even I'll admit this is a entertaining series but how do you even sympathize with the psychopath that is our MC.

To explain the teacher part. It’s pretty obvious that there is a bit of corruption going on in the school. She would have to get evidence that the girl may commit suicide or something else that is really bad or else the school may just sweep it under the rug (they can’t if the media gets involved because someone died or got info leaked).
As someone who has seen this once happen at a school in real life I just want to punch the principal.

if that's just a "Teacher say", the majority of school won't bugged to act.
in other way, collecting evidence give you LOT of benefit, such as ability to gain control over the bullying kids, get school owe you a favor since bullying will worsen their reputation, and many other things.
