If you use some thin string or similar, it could theoretically cut your neck after hanging. Also if she had some previous wounds above neck, the blood could flow from there. Well, the mother maybe cut her wrists before. I don't know

But my final guess is writing flaw, just to make things gorier.

Is this an attempt at to garner pity or build character? We've already established she's a psychopath as young children don't generally murder other young children. And psychopaths don't really have meaningful relationships. Obsessions sure, but familial ties? Not really. This seems like a pointless character addition. It's like the attention seeking shock gore in Akame Ga Kill.

It's practically impossible to sympathize with her when it's her fault that happened and she doesn't even feel bad for what she did. High end yandere love is scary as fuck.
