Having read all 4 chapters, I can understand the bad score.
1. Having chuunis in your story. Whether as "parody", "joke" or "playing straight" -- when you have literal stupid clogging your narrative, you have to deal with stupid. That's why stories about children are often not fun at all.
2. Focusing on the bullied. Not much to say here, boring as fuck and slow as heck.
3. The entire presentation is incredibly messy. A lot of words flow out, with very little meaning to them. The pictures are all very condensed, without actually having much movement in the scene. It all just feels like a mess.

The 1st chapter made me think it was a 1/10, yeah. But after having read the rest, it only went up to 5/10. The humor's slow, and I hate chuunis.
