I don't get it. The tickets were sold out, what was she supposed to do?

During WW2, Japanese government restricted the amount of train tickets for the sake of smooth military transport.
After the very touching sequence where Suzu drew Hiroshima, she found out that she spent too much time. She should have hurried to the station to get a ticket.
