Since she's Soul Tier Dragon Queen must have a lot more power which probably includes changing her size somewhat. After all, Yuan had Nua Ba's old battle form tucked away somewhere and it's bigger than she is. Not sure how much conservation of mass applies but probably healthier not to inquire about a woman's weight. So being able to shrink down and hide the non-human additions such as horns is a good way to hide her identity although it's surprising no one's pointed out that Seventh's new bodyguard/secretary has the same hair color and style and personality as Dragon Queen. Then again people have the habit of believing what they want to believe and denying reality despite evidence otherwise to extremes so maybe it's not that surprising. After all, the locals were badmouthing the victim, Zhen Yuan, for defending herself and objecting over a little girl being shot and cheering on a hitman of a known mob organization.
