that count is so fucked
simplified version
no commoners guild=> excess of unfinished quests => region becomes unattractive for investors and merchants => profits go down => nobles/people leave => more unfinished quests
only remedy would be taking his own money and hire mercs/adventurers to do the quests
and why does it concern the count? well less taxes and more pressure from the other nobles and if his offerings to the crown drop possibly an early retirement as a noble with confiscated property
