I think that based on the description he can stack swongs on an individual weapon so if he uses his skill on multiple weapons and has some way to carry all those weapons on him then he could do what you are suggesting @Azsy
As for the arrow of inertia that is the same technique I use in SMT and Devil Survivor with a character is primarily buffed in magic and speed and has Drain plus all attributes of attack spells and healing spells
