The manga has gotten the scythe--err, axe, so I guess the author didn't have the time to utilize that legal loophole; besides I think only Himi could bring that point up, except he was dead his soul was taken away at that time.

Is it just me or did TL quality drop BADLY in this chapter? Damn, the conversation with Mei after Kuro arrived made 0 sense.
She abides by the rules above her own life? But he just straight out murdered a human.
Fighting amongst Shinigami is forbidden? She attacked Mei.

Hm... When I put it like that, it's the author fucking up (which he does, I mentioned it in chapter 3 or 4). But TL is still super awkward in that segment.
