Likewise, wouldn't they want as many refugees to weaken Dibel's territory? Done is killing these people for escaping because fewer people = fewer conscripts, fewer laborer to harvest the land, fewer people to tax, less wealth for him to exploit, and thus less power for him to thrust about in his aims to obtain more power.
It would be in Ash's territorial advantage to seek to obtain as
many refugees as they can feed as their labor would dramatically increase—particularly, if Ash territory educates them—by teaching them maths, languages, military & engineering strategies, more things etc., each person becomes a boon to the labor capital of that territory. The only major issues are if the physical resources become overtaxed, if unresolvable cultural differences crop up, if problems resulting from a low wage culture of exploitation crop up (at this point, things are mostly communal, so that seems unlikely), or some related circumstances that weaken matters. However, there are clear reasons why Dibel is so afraid of losing these people in a mass Exodus (beyond simply his pride).
