He has some of a point, not everyone can use water magic, so you have to know how to handle a fire if your water mages are not around.
 
This reminds me of the game "passing the water" that my school used to do on our (kind of) sport festival lol. Making a group, we pass water from one bucket to another using disposable cup over our heads without looking at the other (the next person's) cup without looking, at the end the group with the most water ending up in the goal bucket wins. It's truly impossible for us to not ended up drenched playing that, but it's also really fun.

This is the problem about bucket relays. One of them will tire out easily. It would be easier to just make a fire department and pressurized water magic to extinguish the flames
 
Maybe for the beastmen kids, sure. The rest? Unnecessary. Even without magic, you're talking about minotaurs, centaurs, dragons and the like...

True, though there is an issue with that:
- Available materials, knowledge, skill sets, and equipment to manufacture the necessary pieces for the pumps.

Our madlad over here has had to figure out how to do things and as the population rolled in, they helped him out with their own knowledge. Building water pumps is a really technical issue and while Ancient Greece and Ancient Rome both figured it out, they had years of research from various thinkers on a wide range of subjects.

This is even going into what it will take to manufacture hoses with what he has available either, especially the reinforcement those hoses will need to withstand the pressures that water will need to get up to to combat fires.

He'll have to basically experiment with and invent a crap tonne of stuff get the equipment needed to build the pieces for the pumps in the first place.

I some-fucking-how missed the Water Magic part of your post, my bad on that.

Any way, the answer to that is most likely so that everyone can get involved with fighting fires regardless of whether or not they use magic, which more than likely has a side-effect of conditioning them to stay calm in the event of disasters.

But hey, at least it's better than panicking. The firefights will have trouble when there's panic around them. And by that, I mean moving meatbags bumping each other.
 
So to everyone else, our protagonist idea of improvement is just another festive ploy... xD
 
After two "a few years later" time skips last chapters, I expected something other than a fire drill.
No process of new waifus or new kids. Also no mention of MCs two kids, who I think should soon be teenagers. From an earlier chapter, there was a quick thought by MC that his kids could not use the AFT.
 
Maybe the time skips from the last chapter were some sort of flashforward vision about the orphans/orphanage plot/story, and now we are back to the "real timeline".
