How the hell do you make a story about pirates boring?
Well, you pick uninteresting characters, make them so reckless that you could just consider them plain stupid.
Make it so that even if all of those characters die, your readers won't give a damn.

Oh, and have an awesome main character with 3 distinctive, and awesome, personalities do absolutely nothing for the whole arc too.

@RandomPasserby I agree with you. While I do not think that this arc is a complete waste and really boring, it has started to get to be dragging at this point. MC needs to wrap this up and gain support of the Navy since there are other lots of things to do to secure the crowning of the new king. (Also, we need moar of screen time for the girls in his harem - or a new girl to be added to the harem, the girl captain is not really interesting as a harem candidate).
