Piracy (open sea, not downloads, lol) is historically considered one of the most vile crimes in existence. You can, still to this day, pretty much just shoot pirates at sea, and quite literally nobody will give a shit. But yeah, let's forget about all the people they killed and all the damage they caused, and just integrate them into the Navy. Said nobody ever.

@seekermoc funny you say all that because in our world's history there were actually many times where pirates were simply forgiven and integrated into the navy. Was called Privateering, and in the 1500's it was basically a government's way of telling pirates they could do what they want as long as they did it to their enemies and didn't touch their country's ships.
