not really, instead of asking confirmation, it sounds like restatement.
For example," I do-degozaru" = "I do, I really do". or "what are you doing-degozaru?" = "what are you doing, if I can ask?".
Well that's maybe not the best translation that I can give, but you get the picture. Also it sort of annoying to translate it, because it changes the meaning depends on the context and also it has nothing to add in the sentence other than it's just a verbal tic.
