From what I could tell, they were a little hesitant when they offered the stuff to the MC. As I'm not a psychologist nor an economist, I can't say just how valuable something needs to be perceived before people would take the plunge to start selling and risk discrimination/being enslaved by humans, or whether keeping their trash where it is cheaper/easier compared to dumping it on the beach. From my day to day observations however, I can say that many people, in the absence of enforcement by law, rarely take the trouble of walking 10 steps to throw their trash in the bin and just throw them on the ground.

In the end of the day unless the author decides to expand on this (which I doubt), the real reason why they do this would probably never be known and the readers would have to entertain ourselves by making theories for fun

Yes, they were somewhat hesitant, but it would still be absurd for them to offer him something that they expected to have very little value to a land-dweller. It's one thing if an alien asks to be take to the landfill; another to propose that as a reward on an off-chance.

My original comment was (and my position remains) that they should market the stuff, not that it would be inconceivable that they would fail to do so.

And, yes, some people are really bad about where they discard trash. But others organize not only the removal of their own trash, but that of others, and a few even engage in impromptu removal of such trash. In any case, again, my point concerned what they should have been doing. It's always possible to argue that people won't do what is reasonable.

I s'pose that, if the author is going to bother to offer an explanation, then it will come in the next installment. But I don't think that he will bother.

Provided they also had a way of retrieving the items, which might be either magical items, water magic or enslaving aquatic beings.

I guess something about the constitution of mermaids make such herbs and items useless to them. But still, you'd think that some business minded mermaid would think of selling this to land dwellers or something.
