that people are buyint it in bulk and re-selling it for major profit.
At least, what he's selling is

while merchants might be buying to resell, the item is so out of the blue and potentially useful that they could easily be buying buying as much as they can while it is still cheap and/or on the market.  Plus in a setting like this people would like to buy long term supplies if possible, and would go through matches pretty fast.

, not to mention him buying from a store and not a bulk sale store is another idiocy

A lot of wholesalers do not sell to the general public, but to businesses only.

Plus thanks to taxes, he needs to shop somewhere that will not track customers to thoroughly, and accepts cash. To much of a paper trail leads to the tax man asking questions after all. Discount Stores are a decent option since they are all over the place, so he can just alternate where he shops and the trail weak.

Best option would be to shop as varying discount stores till the total profit is enough to let him buy/open one (and another cash heavy business is needed), so he can access the wholesalers with a cover story for taxes.
