Well remember that she lost her way (previous Yulia did) so because of that a lot of corruption and stuff happen and well she us trying to fix the mess (previous yulia did) they may be a boring arc specially with all the talking and no action part but either way with this she is winning back the citizen hope on her back. I see it this way after reading a ton of fantasy meets historical webtoons.
I do expect some heads flying though

fiiiinaaallly.. god I get that it was important to set up the downfall of the corrupt nobles but, it took a ton of time for the payoff.
