As far as it's been shown here, the demons were just doing demon things in their own realm, and then the magical girl showed up and ruined their shit. Not only did this drop demons into the human world with varying levels of power left in their hands, it dropped the gems all over the place where humans could pick them up and get cursed with misfortune. The magical girl is 100% the villain in this series until we see something else about the demons actually ever doing anything bad to anyone but themselves.
