The best murder weapon is to make it look like an accident and have the weapon in plain sight! There's an local old black&white movie where the murder is made to look like "slipped and hit his head" and the murder weapon was a cane the murderer carried with her everywhere.

As for ice bullets, Mythbusters tested that with very poor results. They melt pretty much even before leaving the barrel, I recall.
