Its mentioned in chapter 1 that she "regained" her memories so thats not necessarily reincarnation.
She is still Bertia, but just with her previous life's memories.
I remember Cecil commenting on how similar Bertia is to her father, further signifying that Bertia is her own self and not her japanese self.
