It's a Chinese phrase used in many novels as a term to describe a person who seems extremely kind and honest. Someone who is very hardworking A gentle person.

On the outside.

But they turn out to be dark and soulless on the inside.

They act kind to lure you in and manipulate you. These people generally turn out to be the exact opposite.
A black belly is a person who has a dark inside and a bright and cheerful outside.

I don't think tia is too dumb she had played the game and has liked the prince for a long time but since she's the villainess she can't admit it becuz she just wants cecil and heronia to be together or else he will end up like an android. She accepts him for who he is and while she does get flustered easily when he flirts with her, she knows he wouldn't do anything to hurt her becuz they both care for each other. Idk, when I think if someone who can be manipulated easily, I either think of a broken person or a naive person. Tia is naive in a way but her stability balances it out which makes her an innocent person, which is one of her best charms. I don't condone yandere stuff but I think tia and Cecil are really good for each otherthey're cute and they're there for each other
