I believe that God is a dickhead. From the way it looked, Haru was the one supposed to die their but Chiba was an anomaly. And it was the duty of the God to give her a cheat skill so that she could atleast survive in this world she has no knowledge of. And giving Chiba the skills because he showed enthusiasm because he is an Otaku is just fucking stupid and that is also the reason why he is on Cloud 9.

God intended to give both of them random skills. Chiba was eager to talk, and was allowed to roll immediately, and rolled fairly decently.

Haru was not in the mood, so God felt bad and gave her some space before showing up at a later date. Unlike with Chiba, he gave Haru her cheats in a more unorthodox method.
