I never got how “couple discounts” work that I often see in Japanese, or U.S.A. fiction.
How does one prove that one is a couple? Surely any two persons walking in can claim to be and grab a discount.
I again feel that it would probably not even be legal where I live — I've noticed that the U.S.A.is quite liberal with what kind of price discrimination it permits.

It never really works as intended for couples in the first place. If the staffs say the pairs of customers is a couple then they got the discount. The main purpose is to get a customer to bring another customer so they will order sets that count as double orders. Whether they lose money or not, who knows. Doing ads is losing money in the short term so. Again, it really depends on the staff's observation.
On the negative way, while it has a subtle effect, shops in JP can ban or blacklist people for whatever reasons. Do shops in the U.S.A also do blacklist people in their services? I bet the consequence is harder for the shops itself that dare to do that. People in a more liberal country will easily pull out "victim cards" if dissatisfied.
I believe that this kind of stuff is really dependent on cultures. At some places, certain stuff will hardly get tolerated or seen as abnormal, but it normal AF at some other places.

@xp32 The U.S.A. is notorious for it's permissiveness towards companies to do whatever they want and for allowing shops to blacklist; I was surprised it was even legal in Japan to do so and I tried to search for it but couldn't find anyway.
Shops being able to blacklist on arbitrary grounds sounds like one of those strange things that is legal only in the U.S.A. where employers can also fire without notice or reason, something I know for a fact to not be legal in Japan.
I just looked up the local law regarding this in the Netherlands: shops may ban a customer for a maximum of 12 months only if said customer either violated the law within the shop, or violated clearly indicated house rules of the shop; arbitrary denial of service is not permitted.
