@Kaarme Well, sorry to hear that. But back to conversation at hand. I am hugely skeptical to the wording "everyone knows", but either way it is not the same as openly advertise criminal activities. As it's not the same as criminal conspiracy with government official. In fact, if you advertise your crimes there is literally no point in bribing the government. I have trouble even naming criminal organisations in real life history to actually achieve such level. Yakuza will always introduce themselves as "honest closed business", even pirates who I mind you owned military grade weaponary introduced themselves as "free traders". The closest I can think of was italian mafia, but they also had some pretty facade of land owners and such if I remember correctly. In fiction however it's epicly bold move you can't help but admire a bit.
That being said, none of the above has anything to do with dictatorship. The only thing organisation needs is intent. Leader appears just as a result of human society workings - we just naturally select representatives for convenience sake. The form could vary from pure democracy to theocracy in some cases.
I think you may misinterpret the word.
