Actually, taking candid photos of people in public is legal, unless you're doing it in a place with reasonable expectation of privacy (like a toilet/changing room) or you're going to use those pictures commercially (at least in most countries including the USA, UK, and most parts of Europe). So the gal here is wrong, and the guy has no law stopping him from taking pics, even if it is morally dubious.

@ManEatingPug Only exception I can think of is that they're on school grounds. Maybe in Japan there's laws restricting photographing students on school grounds without permission? They do seem to have issues with lolicons, so such laws might make sense there.
