I think the whole family is aware that she is a fake who was brought in to hide his real sister's death, and if she reveals the truth it might be bad for her (he hints at it with "letting her live as a noble") but it would also put their family in a difficult position. They're already under the emperor's thumb, and her telling the duke the truth would put them at his mercy as well.
