I don't quite get why not. The whole nation views him as a criminal as it is and everybody's after him. What does it matter if he slays some scumbags or not? Every one of them dead is one less enemy for him to face later. When his real targets know he will kill anyone standing in his way, they will be that much more worried.

@Kaarme Could just be an order of operations type thing, like killing these scrubs now will make it harder to get closer to other targets in the future; I don't remember if they know he can disguise himself (and others), so he may want to use this group's leader's identity in the future because he's close to someone important, which he can't very well do if he kills the bastard here and now. Or, at least, that's my take on the situation.
