You would want to use a gel or liquid, like Napalm, or a powder.
If its only for show, use lycopodium powder, it looks impressive and is easy and safe to handle.

@Tristan I'd say that's entirely up to the person writing about the dragon. Some of them never even bother to explain it to begin with though. They just kind of include the fire breath because dragons often breathe fire. Gotta love people that do the extra little world building things like explain how their dragons are doing it.

Dragons don’t actually exist, so there’s no “actual” way to naturally describe fire breath.

Some video games give minor excuses just to vaguely explain it. HTTYD gave explanations but that shouldn’t be a set in stone rule to all dragons either. It’s as Glomoro says, up to the writer. They can be gas from a sac, ignited afterwards, conjured with magic, nuclear energy, or whatever.
