@ricky_rk7 Human soldiers are still effective against combatmen/mooks or low level kaijin. Also, most of Japan was under anarchy due to occupation and attacks by various organization, the Riders are effective in fighting against kaijin but they can't do everything including rescuing civilians, or restoring order, and other miscellaneous tasks. There's a reason why infantry man and soldiers needed in every operation liberating territory from terrorists or similar extremist groups.
