@Goldenzeal - I suspect a Ring of Power might be a quite mighty artifact.
Note how everybody is referencing Lord of the Rings - it's a famous novel that had Rings of Power as ultimate artifacts, fit for a reigning monarch.

well, that chages alot from place to place.
some fantasy worlds have common enchanted ring and some like LOTR dont.
but yeah, i dont think its on the level of "The One Ring", but it might still be rare.

Yeah, this is a depressing story about a high school boy who died and was made to take care of a cat while working from morning till day. Like he expected archery and physical enhancement skills but all he got was he can summon water and cat food.
