If I recall, they get sentenced to criminal slavery/penal labour due to a large list of crimes including extortion
But I think in this situation they do not meet the other requirements anyway.
If I recall later he starts getting harassed by others, and regularly ambushed in town. He beats them up and once the guards arrive to arrest them he heals much of their wounds, and legally charges his assailants for the healing the received, I think at a premium rate, so he is legally mugging his muggers
In a fantasy world, where healing magic & potions are pretty well-developed, the only guaranteed ways of removing them from the gene pool is eliminating them from the gene pool by terminating them.
Imprisoning them > They can get out one way or another at some time
Castrating them > Healing
Exiling them > Can escape or be found
Etc.
